On 14 November 1937, in the middle of the Arab revolt against British rule and Zionist immigration, the Irgun carried out coordinated attacks on Arab civilians around Jerusalem, killing ten. It was the first day of the organisation's declared campaign to answer Arab attacks in kind, and it became known within the Irgun as Black Sunday.

The campaign that followed in 1938, of bombs left in markets, on buses and in cafés in Haifa, Jerusalem and Jaffa, killed well over a hundred Palestinians. The Jewish Agency and the Haganah at the time held to a policy of restraint, havlagah, and condemned the bombings. The British called the Irgun a terrorist organisation.
